In the End User License Agreement I see: "Things You May Not Do. - place the Software onto a server so that it is accessible via a public network such as the Internet".

Maybe you meant the program must not be made available for use by the public and something got lost in translation?

I only have a use for this program if I am allowed to run it on one of my servers to monitor other machines and I am allowed to access it via the Internet.

You are allowed to place the software on your machines and access via the internet - that is basically the purpose of the software. This provision was meant to say that you can not make the program itself available on the internet (ie. you can not distribute copies of the software over the internet).
